Forests are under pressure and going through rapid changes. However, current inventorying and monitoring (IM) programs are often either disjointed, too narrow in their scope and/or do not operate at fine enough temporal resolutions, which may hinder scientific understanding, the timely supply of information, fast decision making, and may result in the sub-optimal use of resources. For these reasons, there is an urgent need for Advanced Forest Inventorying and Monitoring (AIM) programs to (i) achieve expanded relevance (by augmenting data/information across ecosystem properties and trophic levels), (ii) have increased temporal resolution (by tailored data collection frequency), and (iii) make use of technological advances (by incorporating novel tools and technologies). The Advanced Inventorying and Monitoring for Swiss Forests (SwissAIM) initiative was launched in 2020 to address these needs. SwissAIM builds upon the foundation offered by the existing programs (e.g., national forest inventory, long-term forest ecosystem research, biodiversity monitoring). It aims to offer a collaborative and adaptive framework to enable integrated data collection, evaluation, interpretation, analysis, and modeling. Ideally, it will result in a more responsive system with respect to current and predicted biotic/abiotic stressors that will challenge Swiss forests. Developing such a system implies identifying the information needs of different stakeholders (e.g., science, policy, practice), related technical requirements, and governance frameworks. Here, we present (i) the main features of the SwissAIM initiative (vision, scientific questions and variables, governance and engagement), (ii) the main outcomes of the participatory design process (measurements, sampling, and plot design), (iii) the potential transferability of AIM initiatives outside Switzerland (timing, relevance, practicability), and (iv) the key messages that emerged (i.e., need for advancement, integration and transdisciplinarity, statistical underpinning). Since similar needs related to forest inventorying and monitoring are emerging throughout Europe and elsewhere, the objective of this opinion paper is to share our experience and promote a dialog with those interested in developing AIM initiatives in other countries and regions.

The Environmental Data Portal EnviDat aims to fuse data publication repository functionalities with next-generation web-based environmental geospatial information systems (web-EGIS) and Earth Observation (EO) data cube functionalities. User requirements related to mapping and visualization represent a major challenge for current environmental data portals. The new Cloud Optimized Raster Encoding (CORE) format enables an efficient storage and management of gridded data by applying video encoding algorithms. Inspired by the cloud optimized GeoTIFF (COG) format, the design of CORE is based on the same principles that enable efficient workflows on the cloud, addressing web-EGIS visualization challenges for large environmental time series in geosciences. CORE is a web-native streamable format that can compactly contain raster imagery as a data hypercube. It enables simultaneous exchange, preservation, and fast visualization of time series raster data in environmental repositories. The CORE format specifications are open source and can be used by other platforms to manage and visualize large environmental time series.

Das Landesforstinventar (LFI) ist eine periodische Erhebung des Bundes über den Zustand und die Entwicklung des Schweizer Waldes. Im vorliegenden Kapitel werden die Geschichte und die Ziele sowie die Methoden der Datenerhebung und -analyse des LFI vorgestellt, soweit sie für das Verständnis und die Interpretation der im Bericht dargestellten Ergebnisse notwendig sind.

L'inventaire forestier national (IFN) est un relevé périodique de l'état et du développement de la forêt suisse conduit par la Confédération. Ce chapitre présente l'historique et les objectifs de l'inventaire ainsi que les méthodes de collecte et d'analyse des données pour faciliter la compréhension des résultats contenus dans ce rapport.

This chapter provides a general overview of the Swiss National Forest Inventory (NFI), as well as of its tasks, organisation, contents, methods and applications. Cross-references are given to those chapters in the book where the particular topic is dealt with in more detail.
 

Support for open science is a highly relevant user requirement for the environmental data portal EnviDat. EnviDat, the institutional data portal and publication data repository of the Swiss Federal Research Institute WSL, actively implements the FAIR (Findability, Accessibility, Interoperability and Reusability) principles and provides a range of services in the area of research data management. Open science, with its requirements for improved knowledge sharing and reproducibility, is driving the adoption of free and open source software for geospatial (FOSS4G) in academic research. Open source software can play a key role in the proper documentation of data sets, processes and methodologies, because it supports the transparency of methods and the precise documentation of all steps needed to achieve the published results. EnviDat actively supports these activities to enhance its support for open science. With EnviDat, WSL contributes to the ongoing cultural evolution in research towards open science and opportunities for distant collaboration.

Historical maps provide a useful source for spatial landscape analyses as they represent a generalized reflection of geographical reality over large areas at a certain time. Digitization and georeferencing of analog maps help to make such analyses more efficient. In Switzerland, the forest area has grown since the mid 19th century according to statistics of the federal government and the cantons. These statistics, however, provide a limited basis for regional analyses of changes in forest area. In this study, the forest areas in 1880, 1915, 1940 and 2000 were estimated based on analyses of the Topographical Atlas of Switzerland (Siegfried maps [1880, 1915, and 1940]), and of the Topographical Map (2000). Using a sample of 20 638 plots, analogous to the aerial photointerpretation of the Swiss National Forest Inventory (NFI), a forest/nonforest decision was made for each time cutting. Overall, in Switzerland the forest area increased by 21.6% from 1880 to 2000. This is much less than what revealed the analysis of statistical sources due to differences in the methods and forest definitions used. Considerable regional differences could be detected, with one general trend from north to south and another from east to west. In most regions with strong urban development, the forest area is stagnating or has slightly decreased. The increase in forest cover has taken place mainly in the Alps and the Southern Alps.

The Data Centre Nature and Landscape, intended as a database for biotope information, constantly evolved over the last 11 years to become a virtual data centre connecting several databases located all over Switzerland. It was enriched with a user-friendly Web-interface, partially modularized into a Service Oriented Architecture and finally offers open and intuitive search facilities based on semantic technologies. This paper shall give an overview of the hurdles that had to be taken and the many lessons to be learned during the last decade sharing our experience developing and maintaining environmental information systems.

With the objective of extending an existing ontology-based search with a formalism for spatial reasoning two approaches to a representation of the Region Connection Calculus (RCC) in OWL DL are explored. The exploration results in a representation which is minimal yet still allows inferring the relations between all connecting regions in any of the different RCC species using a sound and complete calculus. The theoretical results are demonstrated in a sample application. The scale of the representation in the sample application is discussed. While the successful approach can be applied to small applications, we conclude that further research is required before applying it to large applications.

Datensammlungen in Natur und Landschaft werden immer komplexer, einerseits werden neue Datenquellen erschlossen, was zu heterogenen Datenbeständen führt, andererseits werden die Auswertemöglichkeiten und Algorithmen immer anspruchsvoller. Datensammlungen, die auch für interessierte Laien offen stehen sollen, müssen deshalb besonderes Augenmerk auf die einfache Bedienung legen, wobei die offene und intuitive Suche eine zentrale Rolle spielt.

Im Datenzentrum Natur und Landschaft (DNL) an der Eidgenössischen Forschungsanstalt für Wald, Schnee und Landschaft (WSL) wird eine offene und intuitive Suche implemen-tiert. In eine bestehende relationale Datenbank wird nachträglich eine semantische Schicht eingefügt. Diese wird implementiert in Form eines lockeren Verbundes mehrerer Ontologien in Web Ontology Language Description Logic (OWL DL), wobei der räumliche Bezug der Daten mithilfe des Region Connection Calculus (RCC) repräsentiert wird. Die Datenbestände werden mit Volltextsuche erschlossen.

The Swiss National Forest Inventory is a sample survey every ten years since 1983. From 2003 to 2007 aerial photointerpreters collect data for the third inventory. The manual describes in detail how to assess the relevant parameters of the features.

Die quantitative und qualitative Erhaltung von Moorbiotopen nationaler Bedeutung ist eine wichtige Aufgabe des Naturschutzes in der Schweiz. Die Wirkungen der mit öffentlichen Mitteln finanzierten Massnahmen werden im Rahmen der «Wirkungskontrolle Moorbiotope» unter Einsatz von Luftbildern und GIS beobachtet (Küttel 1995). Die Eidg. Forschungsanstalt für Wald, Schnee und Landschaft (WSL) hat im Rahmen einer Forschungszusammenarbeit mit dem Bundesamt für Umwelt, Wald und Landschaft (BUWAL) das Verfahren dafür entwickelt und führt zur Zeit die Ersterhebung durch. Diese erfolgt mit Hilfe von Farbinfrarotluftbildern, in denen homogene Flächen abgegrenzt werden (Einheitsflächen). Die Lage der Grenzlinien wird photogrammetrisch im Landeskoordinatensystem erfasst und einem GIS übergeben. Im Feld erfolgt eine Überprüfung der Flächenabgrenzungen und die Vollaufnahme der Vegetation in ausgewählten Flächen. Aus den Vegetationsaufnahmen werden ökologische Zeigerwerte zur Charakterisierung der Moorobjekte abgeleitet (Küchler 1997). Die Veränderungen der Flächengrenzen und Flächeninhalte sollen durch periodische Folgeaufnahmen erfasst werden.

Die Eidg. Vermessungsdirektion, Flugdienst/KSL und die Eidg. Forschungsanstalt für Wald, Schnee und Landschaft (WSL) führen seit 1989 ihre Luftbildinformationssysteme mit einem gemeinsam entwickelten Softwareprogramm, basierend auf der Technologie eines Geographischen Informationssystems (ARC INFO). Die umfangreiche Metadatenbank unterstützt die Arbeitsabläufe der Flugplanung, der Flugdurchführung sowie der Archivierung und Verwaltung kundenspezifischer Luftbildinformationen. Zur Zeit werden mit diesem System Informationen über 100000 Messbilder verwaltet. Der Einsatz des Systems hat sich bewährt. Damit konnten wesentliche Zeit- und Kosteneinsparungen in den Betriebsabläufen erzielt werden.

A system was designed and realised for users with no knowledge in programming GIS and SQL to query a geographical information system and retrieve data from a relational database. The user needs only a WWW-browser application, which is available on nearly every platform, and a connection to the Internet.

Im Rahmen der Feldaufnahmen zum zweiten schweizerischen Landesforstinventar wurde das gesamte Erschliessungsnetz an lastwagenbefahrbaren Waldstrassen zusammen mit den kantonalen Forstdiensten überprüft und auf 15-20jährigen Landeskartenblättern im Massstab 1:25000 ergänzt. Die digitale Erfassung der Walderschliessung erfolgte an Bildschirmarbeitsplätzen direkt auf den neuesten Pixelkarten des Bundesamtes für Landestopographie. Digitalisierung, Speicherung und Analyse der Informationen basieren auf der Funktionalität eines Geographischen Informationssystems. Das Erfassungsprojekt ermöglicht, eine zuverlässige Datengrundlage für die forstliche Erschliessung des schweizerischen Waldes zu legen. Es zeigte zudem mehrere technische und organisatorische Optimierungsmöglichkeiten für Folgeinventuren auf.

Infolge der Annahme der Volksinitiative «zum Schutz der Moore - Rothenthurminitiative» vom 6.12.1987 beauftragte das EDI eine Arbeitsgemeinschaft, ein Inventar der Flachmoore von nationaler Bedeutung auszuarbeiten. Von den ungefähr 3300 erfassten Objekten wurden 1084 Objekte als voraussichtlich national bedeutsam eingestuft und das Inventar wurde 1990 in die Vernehmlassung geschickt. In der Landschaftsdatenbank werden die Daten der Flachmoorkartierung und die digitalisierten Flachmoorperimeter verwaltet. Für die Aufbereitung der Daten und die Herstellung der Inventarblätter mussten rund 770 Arbeitsstunden aufgewendet werden.

Bei der Planung von Wildbachverbauungen fehlen meist konkrete, zahlenmäßige Angaben über grundlegende Beurteilungs- und Projektierungsgrößen. Am Beispiel des Riale di Prugiasco wird gezeigt, wie man mit Hilfe der Photogrammetrie die zeitliche Veränderung von Längs- und Querprofilen, Bachsituation, Hangbewegungen, Abtragskubaturen von Bacheinhängen und der Waldfläche quantitativ erfassen kann. Verwendet wurden die üblicherweise zur Verfügung stehenden Luftbilder, unter anderem die des Bundesamtes für Landestopographie (1:25'000 und größer). Das analytische Stereoauswertegerät Wild BC2S, kombiniert mit dem Flachbettplotter Wild TA10, diente der Datenerhebung und deren graphischen Darstellung. Die Ergebnisse sind in Diagrammen und Plänen wiedergegeben.

In planning mountain torrent control projects, concrete, numerical data on basic parameters for assessment and projection are usually lacking. Using the mountain torrent Riale di Prugiasco as an example, this paper describes how analytical photogrammetry can be applied to determine quantitative changes over time in transverse and longitudinal sections, the torrent situation, slope movements, degradation cubatures for slopes, and the area of forest. The usual aerial photographs available were used, including those from the Federal Office of Topography (1:25'000 or larger). The data were compiled and graphically represented with the aid of a Wild BC2S analytical stereorestitution system and a Wild TA10 plotter. The results are presented in the form of diagrams and plans.
