Abstract:
Current trends in urban development across the planet contradict all principles of sustainability. It is a remarkable irony that the more knowledge and planning capacity societies have at their disposal, the more common increases in urban sprawl have become, particularly in Europe. Urban sprawl leads to cumulative alterations of the environment being passed on from generation to generation. What kind of cities do we want to pass on to future generations? To support the transformation of urban planning towards sustainability, quantitative targets and limits will be needed, similar to those in other environmental areas. Monitoring of urban sprawl serves to evaluate the effectiveness of urban growth management strategies and can guide policy development. In 2023, the Swiss Federal Office for Spatial Development (ARE) officially adopted the metric of Weighted Urban Proliferation (WUP) into their spatial observation framework. In 2024, the Performance Agreement between the Federal Ministry of Environment, Transport, Energy and Communication and the ARE established the target of no further increase in urban sprawl compared to 2022.
